55? This position supports the Historic Preservation Training Center, (HPTC) a unit of Park Planning, Facilities and Lands (PPFL), a Directorate of the National Park Service, and may be performed remotely.
? The NPS Experienced Services Program is a unique partnership created to help solve the workforce issues facing government agencies.
The program connects experienced workers (age 55+) to the NPS to provide scientific, technical, and administrative support.
? NPS ESP positions are meant to provide temporary, project-based support.
This position is currently funded for an estimate of 24 weeks.
? A background security investigation may be required prior to the start date.
Only those positions with 30
hours per week are eligible for health insurance benefits; all positions will accrue sick leave.
? The experienced workers participating in the Program are referred to as ?Enrollees? and are not employees of the NPS or NOWCC.
NOWCC is the ESP non-governmental organization responsible for administrative aspects of the program, and the Enrollees work under NPS direction to assist the Agency staff in carrying out their mission.
NPS ESP Enrollees benefit from the opportunity to keep technical skills current; to access new training opportunities; to engage in gainful project-based positions; and to undertake meaningful tasks using their experience and talent to contribute to the environment, the national economy, and their own financial security.
Qualifications:
Minimum of 4 year(s) of experience in training administration, learning and development or related OR BA/BS Degree in Education, Adult Learning and Development or related fieldProfessional knowledge of instructional design, measurement and assessment practices, program evaluation, needs and learning analysis, and adult learning environments.
Skill in performance consulting and client engagement resulting in agreement on learning and non-learning interventions which can be used to target identified performance gaps.
Skill in developing needs assessments to analyze workforce based on competencies; uses techniques to include interviews, questionnaires, surveys, direct observation, focus groups and reviews by panels of experts to apply data in the development of new training programs or revision of existing instructional systems.
Knowledge of the ADDIE (Analysis, design, development, implementation, evaluation) Instructional Systems Design model process to support efforts in planning, coordinating, developing, reviewing, or evaluating Learning & Performance Ecosystem solutions; knowledge and ability is required to:
determine the requirements for specific courses, their relative priority in view of time and resources available, create and project schedules, and the relationship to the objectives of the total training program; to specify time and emphasis for each unit or module of study in terms of training objectives and continuity; coordinate and integrate types and capabilities of instructional methods, materials, and media; study and incorporate technical reference materials in the subject field; follow upon course and program graduates; consult with subject-matter specialists; obtain evaluations by students and stakeholders; and continually review developments in the field of education and leadership development.
Knowledge of standards of measurement to assess effectiveness and efficiency of the total instructional program by evaluating administrative policies and procedures, curricula, instructional methods and techniques, qualifications of staff and faculty, use of training aids and devices, facilities, equipment, testing, and participant coaching and counseling.
Based on analysis further to develop innovative and effective methods for improvements and recommend appropriate policy changes/revisions.

)Duties:
This is a service-wide training administrator enrollee position in the Historic Preservation Training Center, (HPTC) a unit of Park Planning, Facilities and Lands (PPFL), a Directorate of the National Park Service.
The duty station can be the Historic Preservation Training Center in Frederick MD or remote.
This will be determined by the Program Manager overseeing the Team.
The enrollee will work with other members of the Production Team to support project management learning and performance ecosystem needs.
Key internal clients include NPS PM program, leaders, regions, and units.
The enrollee?s work includes a full range of analysis, design, development, implementation, and evaluation services with a focus on holistic outcomes.
Development - Manages complex training development projects including:
Internal development with NPS project teams or programs and Contracting Officer Representative (COR) support for e-learning development by external vendors.
Provides guidance and support for curriculum development including performance objectives, lesson plans, handouts, job/training aids, reference materials, multimedia, assessments, and evaluations.
Supports development of prototype e-learning programs which include student interactions, graphics, multimedia and, if appropriate, incorporation of social media elements.
Pilots learning solutions to include appropriate learning-paths, market assessing, attendance tracking, and tracking and reporting on learning metrics.
30%Design - Teams with stakeholders and subject matter experts to create and curate valid learning content.
Designs/supports formal learning opportunities for classroom, online, and hybrid learning environments.
Designs/supports informal learning opportunities such as professional communities, knowledge resources, coaching and mentoring programs, and performance support applications.
Develops or advises on development of criterion-referenced assessments based on performance oriented metrics and outcomes.
25%Analysis - Works with leaders, internal clients, stakeholder groups, partners, and contractors to assess performance gaps and opportunities across NPS.
Conducts root cause analysis in order to determine performance drivers.
Recommends a full range of learning and performance ecosystem solutions that include both training and non-training interventions.
20%Evaluation - Anticipates, promotes and designs significant advances in training programs using state-of-the-art evaluation methodologies and systems.
Researches and shares promising practices in learning and developmental techniques and technologies for application across curricula (ie human performance technology/performance improvement, distance learning, instructional design).
Evaluates web-based software, new media, and industry practices and trends.
Partners with other HPTC and other NPS Training Teams and other team members or partners to identify and provide platforms for collaborative and engaging student learning experiences.
15%Implementation - Provides training and support to HPTC professionals and collateral-duty instructors delivering training in both physical and online environments.
As needed, provides direct instruction or instructional support to projects or programs.
Partners with the HPTC and other NPS Training Teams and others to promote use of both synchronous and asynchronous instructional technologies, such as the NPS Common Learning Portal (CLP).

Work is primarily performed in an office setting, where adequate lighting, heating, and ventilation is present.
Work may occasionally be performed in outdoor settings with exposure to uneven terrain, moderate slopes, and inclement weather.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
