PROGRAM DESCRIPTION
The Subcontracts Department within the Leidos Biomedical Acquisition and Logistical Services Directorate (ALS) provides all subcontracting services for the Frederick National Laboratory for Cancer Research (FNLCR).
JOB DESCRIPTION
Responsibilities for the position of Sr. Subcontracts Administrator include, but are not limited to the following: Responsible for the full range of pre-award & post-award subcontract administration duties, Drafting complex solicitations, managing source evaluations, negotiations and awards, Analyzing Sole Source Justifications, Performing proposal Cost/Price Analysis, Managing post-award subcontract modifications, Coordinating Invoice Approvals, Determining appropriate agreement type (e.g. cost reimbursement, T&M;, FP), Determining appropriate FAR flow-downs, other agency supplemental flow-downs and special provisions, Fully responsible for all subcontract file documentation to satisfy internal audit, government CPSR audit, and internal policies, Provide subcontract advice on issue to program managers and other related functions, Ensure compliance with all terms and conditions, including price, schedule and quality from award through.
Qualifications
: BASIC QUALIFICATIONS
Possession of a Bachelor's degree in a related field from an accredited college or university in a field related to business or contract administration or four years related experience in lieu of degree. Foreign degrees must be evaluated for US equivalency.
In addition to education requirements, a minimum of five (5) years of experience in contracts/subcontracts administration.
Must have knowledge of cost reimbursement subcontracting, as well as T&M; subcontract types.
Must have a good understanding of Federal Acquisition Regulations, as applicable to subcontracting under a government prime contract.
Good software skills (Word, Excel, SharePoint, Deltek, etc.) are required.
Ability to lead a programmatic subcontract support effort and provide strategy development to the programs related to subcontracting support.
Ability to think critically to solve unique subcontracting strategy development.
Must be adept at identifying risk & have the ability to shift risk through solid negotiation skills.
Must have solid contract drafting skills.
This position is subject to obtaining a Public Trust Clearance.
PREFERRED QUALIFICATIONS
Knowledge of Federal contracting and commercial contracting.
Should have experience in project/program management as it relates to supporting overall programs from the subcontracting perspective.
Comfortable interacting with program staff, government customers.
Familiarity with performance-based statements of work is a plus.
